Letter dated April 8,1992, from Bruce A. Bogar (NRC) to H. B. Ray (SCE) titled,

" San Onofre Nuclear Generation Station Units 1,2, and 3 - Operational Safeguards Response Evaluation (TAC NOS. M82864, M82865, and M82866)"

Enclosed are Amendment Application Nos. 215,186, and 172 to Facility Operating Licenses DPR-13, NPF-10, and NPF-15 for the San Onofre Nuclear Generating Station (SONGS) Units 1, 2, and 3. respectively. These amendment applications consist of Proposed Changei unber j

(PCN)-266 for Unit I and PCN-502 for Units 2 and 3.

These amendment applications request a revision to the SONGS Physical Security Plan (PSP) and Safeguards Contingency Plan (SCP) tactical response plan (TRP) for 'efending the Site against Safeguards emergencies up to and including the NRC-defined design basis threat (DBT).

The proposed TRP changes include the option to post guard towers and an elevated protected area access control post with either armed security officers or unarmed security personnel as indicated in Enclosure 1.

Document Control Desk March 12, 1999 The reduction in the minimum shift complement of armed officers, by eliminating the armed l

guard tower officers, will not impact the SONGS defensive strategy nor defensive program.

Moreover, the current shift complement of armed officers, less the armed guard tower officers, have repeatedly demonstrated in controlled drill environments, including the NRC's Operations Safeguards Response Evaluation (Reference), that they can satisfactorily defend SONGS against Security emergencies up to and including the DBT. post will still be continuously posted, but with the option of posting either an armed security officer or an unarmed security person to perform the post job duties and responsibilities, i.e.,

protected area barrier assessment and notification.

Consistent with the proposed change, revisions are also proposed to License Conditions 2.C.(4) for SONGS Unit 1, and 2.E for SONGS Units 2 and 3, respectively in Enclosure 2.

I Southern Califomia Edison requests that this amendment be issued effective as ofits date of issuance and be implemented within 30 days from the date ofissuance, Enclosure I contains " Safeguards Information" attachments, and must be protected in accordance with 10 CFR 73.21.
