0 Mcdonald WRussell, RI JWiggins, RI This letter is in response to your letter dated September 28, 1988, in which you stated your continuing concerns over the proposed restart of the Pilgrim Nuclear Power Station and requested the opportunity to address the f,omisi.fon during our October 14 meeting.
I I am pleased to confirm your request to express your views.
The Comission has allotted time at the beginning of that meeting for your personal appearance.
The meeting will begin ist 2:00 p.m. in the Comissioners' Meeting Room on the lobby Level at One White Flint North.
The NRC staff is aware of the issues you raised in your letter and will provide.
their conclusions on the management and technical issues associated with the Pilgrim facility at the October 14 meeting. The staff also believes that considerable progress has been demonstrated in the resolution of off-site emergency planning deficiencies.
The staff is continuing their evaluation of the acceptability of this progress to pemit restart.
Regarding the forthcoming National Cancer Institute (NCI) study. I wrote to you on March 29, 1988, with our views on the health effects of low-level ionizing radiation. We look forward to the results of the NCI study but continue to believe there is insufficient basis to delay the restart of Pilgrim pending the J
completion of this study.
With respect to your request for an adjudicatory hearing, we continue to believe that such a hearing is inappropriate for the Pilgrim situation.
The NRC has held numerous public meetings in the vicinity of the Pilgrim plant. They have l
afforded state and local elected officials, as well as many members of the public, substantial opportunity for participation in Pilgrim deliberations, At the scheduled October 14 meeting, the Comission will consider the staff's i
evaluations and recomendations concerning the restart of Pilgrim.
Any restart decision will be based on the judgement of the adequacy of the plant, the management, and the off-site emergency planning, and upon our overall judgement whether the Pilgrim plant can and will be operated safely.
