1.0 INTRODUCTION

By application dated July 19, 1988 Louisiana Power and Light Company (LP8Lorthelicensee)requestedchangestotheTechnicalSpecifications (Appenoix A to Facility Operating License No. NPF-38) for Waterford Steam Electric Station, Unit 3.

The proposed changes would clarify the Techi)1 cal Specifications so that the Assistant Plant Panager, if not acting as Chairtran, is a member of the Plant Operations Reeiew Comittee (PORC) for purposes of determining a quorun.

2.0 DISCUSSION The LP&L has two Assistant Plant Managers for the Waterford 3 Steam Electric Station. One of these Assistant Plant Managers will serve as Chairaan of the PORC and the other has been serving as a nember cf PORC.

The ch age will recognize that either may serve as the Chair 1ran and the other will be a nerber of the POPC for purposes of determining a quowm.

This is not a change of the understanding of huw the PORC ray operate h,t does clarify the intent that both Assistant Plant Managers may serve and be counted for purposes of determining a quorum.

No other provisions of the Technical Specificatiens are changed including the requirements for a quorum or the duties of the PORC.

Comission's regulations concerning corduct of operation. As such, either Assistant Plant Manager may serve as Chairman and the other may serve for purposes of determining a quorum.

3.0 CONTACT WITH STATE OFFICIAL The NRC staff has advised the Administrator, Nuclear Energy Division.

Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).

Pursuant to 10 CFR 51.22(b),

no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

5.0 CONCLUSION

Based upon its evaluation of the proposed changes to the Waterford 3 Technical Specifications, the staff has concluded that:

there is reason-able assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and such activities will be conducted in compliance with the Comission's regulations and the issuance of the amendrent will not be inimical to the comon defense and security or to tne health and safety of the public. The staff, therefore, concludes that the proposed changes are acceptable, and are hereby incorporated into the Waterford 3 Technical Specifications.
