WATERFORD STEAM ELECTRIC STATION, UNIT 3 AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. 43 License No. NPF-38 1.

The Nuclear Regulatory Contrission (the Connission) has found that:

A.

The application for anendment by Louisiana Power and Light Company (the licensee) dateo July 10, 1988, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Consission's rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Conrission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliar.ce with the Comission's regulations; D.

The issuance of this amendment will not be inimical to the contren defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.C(2) of Facility Operating License No.

NPF-38 is hereby amended to read as follows:

(2) Technical Specifications and Environmental Protection Plan Tne Technical Specifications contained in Appendix A, as revised through Amendment No. 43, and the Environmental Protection Plan contained in Appendix B, are hereby incorporated in the license.

The licensee shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan.

3.

This license amendnent is effective as of its date of issuance.

ADMINISTRATIVE CONTROLS 6.3 UNIT STAFF QUALIFICATIONS 6.3.1 Each member of the unit staff shall meet or exceed the minimum qualifications of ANSI /ANS 3.1-1978 except that:

The Radiation Protection Super'ntendent shall meet or exceed the minimum qualifications of Regu atory Guide 1.8, September 1975, b.

Personnel ir, the Health Physics, Chemistry and Radwaste Departments shall meet or exceed the minimt.m qualifications of ANSI N18.1-1971.

c.

The licensed Operators and Senior Operators shall also meet or exceed the mini' mum qualifications of the supplemental requirements specified in Sections A and C of Enclosure 1 of the March 28, 1980 NRC letter to all licensees, d.

Personnel in the Nuclear Quality Assurance Department, and other staff personnel who perform inspection, examination, and testing functions, shall meet or exceed the minimum qualifications of Regulatory Guide '. 58, Rev. 1, September 1980.

(Endorses ANSI N45.2.6-1978).

6.4 TRAINING 6.4.1 A retraining and replacement training program for the unit staff shall be maintained under the 2irection of the Training Manager-Nuclear and shall meet or exceed the reto..rements and recommendations of Section 5.2 of ANSI 3.1-1978 and Appendix A of 10 CFR Part 55 and the supplemental require-ments specified in Sections A and C of Enclosure 1 of the March 28, 1980 NRC letter to all licensees, and shall include familiarization with relevant industry operational experience.

6.5 REVIEW AND AUDIT j

6.5.1 PLANT OPERATIONS REVIEW COMMITTEE (PORC) l FUNCTION l
