RESTART CRITERIA - SEQUOYAH NUCLEAR PLANT, UNIT 1 The criteria which have been used by the Tennessee Valley Authority (TVA) to determine whether an item must be resolved before the restart of Unit 1 is Table 7 of the Sequoyah Nuclear Performance Plan (SNPP). The application of these restart criteria to Unit 1 and the tracking of the restart items are discussed in your letter of May 9, 1988. This letter provided Revision 3 of the SNPP which was a description of the Unit 1 startup programs that were different from the Unit 2 programs. These restart criteria were approved for both Sequoyah units in the staff's letter dated June 9,1987.

By letter dated February 26, 1988, TVA indicated its intent to continue to use the restart criteria for Unit i until NRC concurred with the discontinuance of those criteria. By letter dated October 3, 1988, TVA requested NRC concurrence that the use of the restart criteria be discontinued for Unit 1 because the restart activity and documentation closure onsite were nearing completion.

TVA stated that all previously identified but unresolved restart items will remain as restart items for Unit 1 to be resolved before the restart of the Unit. TVA further stated that the staff has issued its preliminary safety evaluation (SE) of the SNPP for the restart of Unit 1 and the Unit is currently in nonnuclear heatup which demonstrated the readiness of Unit 1 to resume power operation. The SE was issued in the staff's letter dated September 21, 1988 and had only one unresolved prograrrrnatic issue, the restart electrical design calculations. This issue has been addressed in your letter dated September 15, 1988.

We concur that the use of the restart criteria be discontinued for Unit 1. The effective date of discontinuance of the restart criteria is the date of this letter. All issues previously identified as issues requiring resolution prior to restart must remain restart items as you have agreed to do. Therefore, discontinuance of using the restart criter:n only applies to the issues identified for Unit 1 after the date of this letter.
