This letter refers to the special maintenance team inspection led by
l
Mr. E. H. Gray of this office on July 11 to July 22, 1983, at the Peach Bottom
Atomic Power Station, Units 2 and 3, Delta, Pennsylvania.
Mr. Gray discussed
the findings of the inspection with yourself and members of your staf f during
the conclusion of the inspection.
This team inspection was one of three pilot maintenance inspections performed
'
by the NRC to evaluate the effectiveness of maintenance activities at licensed
power reactors. The inspection team concluded that Philadelphia Electric Company
has implemented a generally effective maintenance program at Peach Bottom Units
2 and 3 although some areas were identified where improvements can be made.
'
The enclosed inspection report presents the details of the inspection and
includes an executive summary highlighting the significant inspection findings.
Based on the results of this inspection, it appears that certain of your
activities were not conducted in full compliance with NRC requirements, as set
'
forth in the Notice of Violation, enclosed herewith as Appendix A.

Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2
