Gentlemen:
This letter refers tc the special, announced inspection conducted by
Mr. J. F. Melfi of this office, and Mr. A. C. Udy, NRC Contractor, on September

12-16, 1988, of activities authorized by NRC License No. OPR-54, and to the
discussions of our findings with Mr. B. Croley and other members of your staff
at the conclusion of our inspection on September 16, 1988.
Areas examined during this inspection are described in the enclosed inspection

report. Within these areas, the inspection consisted of selected examinations
of procedures and representative records, interviews with personnel, and
observations by the inspectors.
No violations of HRC requirements were identified within the secpe of this
