U.S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, DC 20555 Docket No. 50-293 License No. DPR-35 Closure of Actions Associated with NRC Bulletin (NRCB) 95-05 and NRC Bulletin 96-03 Backaround NRC Bulletin 95-02 By letter dated October 17,1995, the NRC issued NRC Bulletin (NRCB) 95-02, " Unexpected Clogging of a Residual Heat Removal (RHR) Pump Strainer While Operating in Suppression Pool Cooling Mode." The NRC subsequently issued NRCB 96-03, " Potential Plugging of Emergency Core Cooling Suction Strainers by Debris in Boiling Water Reactors", by letter dated May 6,1996. Both of these NRCBs dealt with the introduction and transport of foreign material (e.g., pipe insulation and construction debris) such that emergency core cooling system (ECCS) suction strainers become clogged resulting in reduced net positive suction (NPSH) head to the associated ECCS systems' pumps.

Boston Edison Company (BECo) responded to NRCB 95-02 in a letter dated November 16,1995, and in a 120-Day response dated February 13,1996. The actions committed to in the aforementioned letters and their status can be found in Pilgrim's Long Term Program under item # 723.

This letter informs the NRC that actions committed to-address NRCB 95-02 are completed, and BECo j regards NRCB 95-02 issues closed for Pilgrim Nuclear Power Station (PNPS).

Backaround NRC Bulletin 96-03 BECo letter dated November 16,1996, provided PNPS's 180 day response to NRCB 96-03. Further i information concerning NRCB 96-03 was provided by a BECo letter dated February 7,1997. BECo letter dated December 30,1998, provided a summary final response to NRCB 96-03.

In response to NRCB 96-03, BECo committed to replace the emergency core cooling suction strainers  ;

with larger suction strainers and to perform and submit to the NRC a debris transport study This item  !

also appears as Pilgrim Long Term Program item #723, and NRCB 96.03 action item status can be found there.

Change Concerning ECCS NPSH." Therefore, the actions required by NRCB 96-03 are completed for PNPS and LTP ltem # 723 is closed.
