On January 11 1997, the NRC completed an inspection at the Pilgrim Nuclear Power
'
i
Station in Plymouth, Massachusetts. The enclosed report presents the results of that
inspection.

During the seven weeks covered by this inspection period, the conduct of activities at the
'
Pilgrim facility was characterized by safe plant operations. However, we continue to
l
identify lower level equipment / material plant conditions that were missed or incorrectly
j
accepted by members of your staff including managers on tours. Although not immediate
q
operability issues, the deficiencies represent degraded conditions. The deficiencies
i
included various things such as pump packing leaks with at least one pump contributing to
.
the overall radwaste in-leakage, dirty screens for the air cooling inlet and on?let ports on
!
the control rod drive pump motors and a broken fastener for a station blackout diesel
i
j
generator cooling water return header support that resulted in a small coolant leak. A
'
i
review of the 1996 management tour results determined that the management tour
]
process yielded mixed results indicating that the process was less than fully effective in
i
fostering and enforcing high management expectations in the field.
i
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
~
and its enclosures will be placed in the NRC Public Document Room (PDR).
