NRC INSPECTION REPORT NO. 70-1113/86-16 Thank you for your response of October 3,1986, to our Notice of Violation issued on August 6,1986, concerning activities conducted at your Wilmington facility under NRC License No. SNM-1097. In that letter you requested that the violation be withdrawn. Our letter of October 16, 1986 indicated that we were evaluating your response and would advise you at a later date of its acceptability. We have completed our evaluation of your response and determined that a violation did occur for the reasons described in the enclosure to this letter. Therefore, pursuant to the provisions of 10 CFR 2.201, you are hereby required to submit to this Office within 30 days of the date of this letter a written statement or explanation in reply including: (1) the corrective steps which have been taken and the results achieved, (2) the corrective steps which will be taken to avoid further violations, and (3) the date when full compliance will be achieved.

Security safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.

In accordance with 10 CFR 2.790(d) and 10 CFR 73.21, safeguards activities and security measures are exempt from public disclosure; therefore, the enclosure to this letter will not be placed in the NRC Public Document Room.

The responses directed by this letter and its enclosure are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
