- HATCH NUCLEAR PLANT, UNITS 1 AND 2, DOCKET NOS. 50-321 AND 50-366 This letter refers to the second management meeting conducted, at our request, in the Region II Office on June 12, 1986. This meeting was a continuation of our previous meeting held on February 11, 1986, to discuss plant maintenance activities, and Georgia Power Company's (GPC's) improvements and plans taken to upgrade the maintenance program. These meetings were held because of a concern derived from GPC's receipt of Category 3 ratings in the last two consecutive SALPs.
It is our opinion that the meeting was beneficial and has provided an under-standing of the actions taken in improving maintenance activities.

SUBJECT:
GEORGIA POWER COMPANY (GPC) BRIEFING ON PLANT MAINTENANCE PLANS AND PROGRAMS On June 12, 1986, GPC management met with the NRC Region II management staff to discuss their maintenance program.
The following subjects were covered:
GPC's corporate and plant organization improvements; training program implementation and accreditation; personnel policy and staffing improvements; improvements in work planning and control; preventive maintenance and maintenance trending; Quality Assurance (QA) and Quality Controls (QC); results of maintenance program improvements; and, the 1986 INP0 visit results.
Based on GPC's briefing of the topics mentioned above it was evident that GPC is very much involved in making significant improvements in not only the functional area of plant maintenance but also in other areas such as nuclear training and QA/QC control programs. GPC has significantly increased their staffing level.
For example, within the last year and a half, the corporate staff has increased from 25 engineers, support personnel, and supervisors to 92 engineers, support personnel, and supervisors. With regard to organization improvements, some of the licensee changes included: the implementation of around the clock, 7-days per week maintenance coverage at plant Hatch and in the near future the implementa-tion of a six shift coverage; reduced number of contractors performing maintenance and modification activities on site in order to have better management and control; and, the acquisition of an additional maintenance manager to assist the site maintenance manager. Also, GPC has accelerated their schedule in upgrading plant Hatch maintenance procedures.
Other highlights of the meeting are noted below:
1.
GPC has a tough screening process for employees recruitment in the maintenance area.
2.
In interaction between management and labor, emphasis is placed on individual accountability.
3.
GPC's training program is well recognized by INPO in which six of ten training programs at Hatch have been accredited.
According to GPC, only four utilities have more programs accredited than thev do.

Based on GPC's data, maintenance personnel errors have dropped; from December 1,1984 to November 30, 1985, 144 deficiency reports (DRs) were issued compared to 49 DRs issued from December 1, 1985 to May 31, 1986.

GPC's backlog of preventive maintenance tasks is well below the industry median value.
6.
Due to preventive and predictive maintenance programs, the identification and resolution of root causes of problems have increased.

In comparing some of the performance indicators of plant Hatch to industry average, the unplanned automatic scrams while critical due to maintenance was one-half of industry average and the corrective maintenance backlog greater than 3 months old was about the same as industry average.

INPO visit in 1986 had mostly good things to say about GPC.
Only one negative finding was made:
work planning, s'cheduling, and coordination needs improvement.
In conclusion, it was apparent that GPC is taking appropriate and positive steps in upgrading their maintenance program.
The meeting was productive and beneficial to the NRC.
