I ENCLOSURE 1 l NOTICE OF VIOLATION Virginia Electric and Power Company Docket Nos. 50-338 AND 50-339 North Anna License Nos. NPF-4 and NPF-7 During the Nuclear Regulatory Commission (NRC) inspection conducted on May 5 -

! June 1,1986, a violation of NRC requirements was identified. The violation involved inadequate procedures used for station battery acceptance testing. In accordance with the " General Statement of Policy and Procedure for NRC Enforce-ment Actions," 10 CFR Part 2, Appendix C (1985), the violation is listed below:

Technical Specification 6.8.1.a. requires that procedures be implemented and maintained covering safety-related activities addressed in Appendix "A" of Regulatory Guide 1.33, Revision 2, February 1978, which includes procedures for repair or replacement of major equipment during the life of the plant. Administrative Procedure 3.1, provides control of equipment i design changes and associated testing via the Design Change Procedure.

Contrary to the above, as of June 6,1986 the corrected specific gravity of j the replaced station batteries was not determined and documented as required a by the acceptar.ce tests and their data sheets, associated with design change procedures 85-29 and 85-30 for Units 1 and 2, respectively. The station j batteries were replaced during the November 1985, and March 1986 time frame for both units.

This is a severity level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Virginia Electric and Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation i n reply

including
(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
