Gentlemen:

Enclosed for your review, prior to our scheduled meeting of September 7,1933,

is the SAlp 7 Board Report for the Zion Station covering the period December 1,

1986 through May 31, 1988.

In accordance with NRC policy, I have reviewed the SALP ? Board Report and

concur with the assigned ratings. Highlights of the report are set forth

below:

1. Zion Station earned four Category 1 ratings, seven Category 2 ratings,

and one Category 3 rating. Category 1 ratings were given in the

functional areas of Emergency Preparedness, Security, Outages, and

s Licensing. Performance in the Emergency Preparedness area has improved

from the Category 2 rating of the previous assessment period.

2. A Category 3 rating was given in the ; ea of Engineering / Technical

Support. The rating reflects the large number of violations and

! events, including two Severity Level III violations, attributable

! to this functional area, insufficient management atterition to several

-

technical issues, and untimely resolutions of identified problems.

3. Although the Category 2 ratings in the areas of Operations, Radiological

Controls, and Maintenance are unchanged from the ratings of the SALP 6

assessrrent period, the Board notes that performance has improve 6 in these

areas. Improvement was particularly evident in T.he reduction in reactor

trips and increase in unit availability during the SALP 7 period.

4. The rating in the Training and Qualifications area declined from

Category 1 to Category 2. The decline in rating reflects the . lack of

"

knowledge of technical information and regulatory requirements involved

in many LERs and violations, and weaknesses in technical staff +, raining.

While you will have sufficient opportunity to present yLar comments at the

meeting on September 7,1988, we also solicit written comments within 30 days

after the meeting to enable us to thoroughly evaluate your comments and to

provide you with our conclusions relative to them. Additicnally, you are

requested to specifically address in writing corrective actions planned to

improve your performance in the Engineering / Technical Support area. This

response should include specific actions and dates by which these actions

will be completed. p

In addition, the report nighlights your lack of aggressive resolution of issues

associated with 10 CFR 50, Appendix R compliance. You are requested to address

in writing the management controls which will be implemented to ensure completion

of all remiining Appendix R issues in accordance with established commitment

dates.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the SALP

report will be placed in the NRC's Public Document Room.

Should you have any questions concerning the SALP report, we would be pleased

to discuss them with you.
