GPUN Ltr. 5000-88-1605, dated 8/1/88 Generic Letter (GL) 88-01 informed all licenses of operating Boiling Water ileactors (BWR) the staff's position on IGSCC in BWR austenitic stainless steel piping.

Licensees were asked to respond to five specific areas of which item two referred to an inservice inspection program, in compliance with NUREG 0313, Rev. 2, to be implemented at the next refueling outage.

Since GPUN has, to date, met with the NRC staff on two separate occasions to discuss various aspects of our 12R IGSCC inspection / stress improvement plans, we have roferencqd the docketed letters which can provide additional background for this specific outage.

For the 13R and 14R outages, our

inspection plans are still not in complete compliance eith NUREG 0313, Rev.

J 2.

However, we believe the intent of the HUREG has been ado.:ted in response to Oyster ': reek's specific IGSCC experience and plant requirements.

For example, Oyster Creek has not experienced IGSCC to as great an extent as other BWR's. Also our plan balances the use of inspecting and mitigating activities while being sensitive to controlling outage work scope, and minimizing persunnel cxposure.
