Dear Mr. Denton:
i Pursuant to 10 CFR 50.90, Commonwealth Edison proposes to amend 4
Appendix A, Technical Specifications, of Facility Operating Licenses NPF-37 and NPF-60.
The proposed technical specification changes, which result from a modification to the narrow range resistance temperature detectors (RTDs) in

the reactor coolant system, are contained in Attachment A.
The existing RTD bypass manifold system is being removed and replaced with fast response RTDs located in the reactor coolant hot leg and cold les piping. A description of the proposed modification and the analyses to support the modification are contained in the attached licensing report (Attachment B).
The proposed amendment has been reviewed and approved by both On-site and off-site review in accordance with Conunonwealth Edison Company procedures.
We have reviewed this proposed amendment in accordance with 10 CFR 50.92(c) and determined that no significant hazards considerations exist. Our evalu-ation is documented in Attachment C.

i Mr. H. R. Denton December 23, 1986 Three (3) signed originals and thirty-seven (37) copies of this letter and Attachments A, C and D are provided for your use. With respect to the licensing report (Attachment B), fifteen (15) copies of WCAP-11323 " Byron 1
& 2 and Braidwood 1 & 2 RTD Bypass Elimination Licensing Report" (Proprietary) are provided. Five (5) copies of WCAP-11324 " Byron 1 and 2 and Braidwood 1 &
2 RTD Bypass Elimination Licensing Report" (Non-Proprietary) are provided.
Attachment D contains a Westinghouse Application for Withholding (letter CAW-86-113), accompanying Affidavit, and Proprietary Information Notice. Since WCAP-11323 contains information proprietary to Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owner of the information. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of the Commission's regulations.
Accordingly, it is respectively requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accord-ance with 10 CFR 2.790 of the Commission's regulations. Correspondence with respect to the proprietary aspects of the Application for Withholding or the supporting Westinghouse affidavit should reference CAW-86-113 and should be addressed to R.A. Wiesemann, Manager Regulatory and Legislative Affairs, Westinghouse Electric Corporation, P.O. Box 355, Pittsburgh, Pennsylvania 15230.
