Safety Evaluation of the Fermi-2 Emergency Diesel Generators (EDG)

The attached Safety Evaluation reflects the NRC staff's evaluation of-your correc-tive action regarding your emergency diesel generators. This is based, in part, on your submittal of March 18, 1986. Although we arc in agreenent that you have demonstrated that there is reasonable assurance that these diesels will function

  • as a reliable onsite power source, we are not in complete accord with your pro-posed bearing inspection program. Specifically, to support our conclusions on demonstrated reliability, the special visual inspection of bearing No.13 on the..- '

upper crankline of EDG No. 13 must be performed within the "envelene of accept-ability" established by your Demonstration Test Program, because of the limited reliability of the gap check method. Your commitment, in your submittal of March 18, 1986, to conduct this special bearing inspection at the next 18-month s Technical Specification surveillance inspection is acceptable, provided the -

envelope of engine starts established by the Demonstration Test Program is not exceeded. In your letter of May 29, 1986, you propose to extend the 18-month Technical Specification interval to the first refueling outage. This, too, would be acceptable, provided the envelope of engine starts established by the Demon-stration Test Program is not exceeded. Although the special bearing inspection may be conducted at any time, it should be conducted when the number of engine starts is comparable to those in the Demonstration Test Program to be cons.idered within the envelope of the Demonstration Test Program.

Also, as no unprelubricated (i.e., " dry") starts were conducted during your Demonstration Test Program, we consider it necessary to conduct a gap check inspection of the main bearings after each automatic " dry" start to remain within the envelope of your Demonstration Test Program, i

After reviewing our EDG evaluation, please provide your commitments to the staff positions indicated above, or provide additional justification for your revised commitment on the special visual inspection cited above, and on the feeler gauge inspection frequency following " dry" starts. If you have any questions on this matter, please contact M. D. Lynch, the Fermi-2 Project Manager, at (301) 492-9499.
