GRAND GULF EMERGENCY PLAN REVIEW, REVISION 17, DOCKET NO. 50-416 We have completed our review of Revision 17 to your Grand Gulf Emergency Plan dated May 31, 1988.
Based on our review, we have concluded that the changes meet the planning standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR 50; however, one iten is brought to your attention.
In this revision, the responsibility of the Corporate Emergency Center Comunicator to coordinate the requests for outside assistance was deleted from Section 5.5.6 of the Plan. On August 2 and 4,1988, in telephone conversations between C. Morgan of your staff and A. Boland, of Region II, it was noted that this responsibility was to be transferred to the Corporate Emergency Support Manager.
According to Mr.
Morgan, this function is contained in Corporate Procedure 308, Appe:, dix H, as a responsibility of the Emergency Support Manager, but it was not added to Section 5.5.21 of the GGNS Plan.
To ensure consistency, the licensee representative comitted to incorporating this information into the Plan during the next Plan review cycle.
If your understanding of this comitment differs from the above, please contact our office promptly.
Review of the Corporate Plan Implementing Procedures as well as the GGNS Plan change will be reviewed upon submittal.
Please be reminded that 10 CFR 50.54(q) requires that proposed changes that decrease the effectiveness of your Emergency Plan shall not be implemented without application to and approval by the Comission. However, changes may be made without Comission approval if such changes do not decrease the effectiveness of the Plan, and the Plan, as changed, continues to meet the a
standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR 50.
If a change is made without approval, you should furnish copies in accordance with 10 CFR 50.54(q).
Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR 50,
