Exercise Report for the October 30, 1985, Exercise of the Offsite Radiological Emergency Preparedness Plans for the Diablo Canyon Nuclear Power Plant Attached is one copy of the Exercise Report for the October 30, 1985, full participation joint exercise of the offsite radiological emergency preparedness plans for the Diablo Canyon Nuclear Power Plant. he plant is located near the mouth of Diablo Creek approximately 12 miles southwest of the City of San Luis Obispo, California.

The exercise report, dated December 30, 1985, was prepared by Region IX l

of the Federal Emergency Management Agency (FEMA) and includes the conments resulting fran the Regional Assistance Comittee review.

ne State of California, and San Inis Obispo and Santa Barbara Counties, which are located in the plume emergency planning zone (EPZ), participated in the exercise.

In accord with the exercise plan, the State of California participation was minimal, while the participation by the counties was extensive.

There were no deficiencies or areas requiring corrective actions observed at the exercise. %ere were several areas recomended for inprovement which are discussed in the report. We areas reconmended for improvement did not detract from the overall capability demonstrated by the State of California, and San Luis Obispo and Santa Barbara Counties to protect the health and safety of the public in the event of a radiological emergency. Based on the results of the October 30, 1985, exercise, FEMA considers that offsite radiological emergency preparedness is adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public living in the vicinity of the site in the event of a radiological emergency.

FEMA Region IX has furnished a copy of the exercise report to the State of California.
