SUBJECT:

INCORRECT FLOW ORIFICES INSTALLED IN RECIRCULATION SPRAY PIPING ,

On December 21, an IE inspector found 3000 galloryper minute (gpm) flow orifices installed in the discharge piping of containment recirculation spray (RS) pumps, instead of the specified 2000 gpm flow orifices. The 3000 gpm flow orifices were originally installed in January 1977 to reduce the pump flow from 3700 gpm to 3000 gpm (FSAR Conant 6.100).

On August 8,1977, VEPC0 notified Region II that reanalysis of contain-ment pressure following a loss of coolant accident indicated that available net positive suction head (NPSH) for the RS pumps might be 1ess than required. On September 16, VEPCO submitted a report to NRR

- that contained an analysis of the problem and proposed system modifica- ' '

l N tions to resolve it. The proposed modifications subsequently approved  !

by NRR, included installation of 2000 gpm flow restricting orifices in l the discharge of the .

.RS pumps.

Media interest is anticipated due to current 1nterest in reopening of the ASLB hearing. A news release is not planned by the licensee or NRC.

The Commonwealth of Virginia is being notified. l Region II (Atlanta) received-notification of this occurrence by telephone from an IE inspector at the site at 10:30 a.m. on December 21. This information is current as of 9:00 a.m. on December 22. _
