SEQUOYAH NUCLEAR PLANT (SQN) - TECHNICAL SPECIFICATION CHANCE 88-20 In accordence with 10 CFR 50.90, wo are enclosing a requested amendment to license DPR-77 to change the technical specifications of SQN unit 1. The proposed change revises the upper head injection (UNI) level switch setpoint and tolerances of surveillance requirement (SR) 4.5.1.2.c.1. Approval of this proposed change is required for restart of unit 1.

The proposed technical specification change is identified in enclosure 1. The  !

Justification for the proposed technical specification change is provided in  ;

enclosure 2. \ proposed determination of no significant hazards consideration i i- performed pursu at to 10 CFR 50.92 is provided in enclosure 3. This proposed change supersedes, reeviously requested license amendments; therefore, proposed i technical specifica .lon change 74, submitted August 8,1986, is hereby withdrawn. .

Because of the potential for impacting the heatup and restart of unit 1, we request that it be given the highest priority and processed as expeditiously as possibic. Additionally, should it appear that entry inte. mode 3 above

  • 1,900 pounds for unit I will be delayed because the proposed change han not been approved, we request that a temporary waiver of compliance for the setpoint and tolerance of SR 4.5.1.2.c.1 be issued.

Enclosed is a check for the $150 amendment application fee required by 10 CFR 170.12. ,
