Thank you for your timely response to our let!ter of June 29, 1988, in which we identified some inconsistencies in Chapter 5, Organizational Control of~

Emergencies, of the Big Rock Point Plant Site Emergency Plan, Revision 86.

Your response to our letter was received on August 1,1988.

We have comoleted our review of the emergency plan, Revision 87, and noted that the items previously identified have been corrected satisfactorily.

The most notable change made row eliminates an earlier inconsistency in the designation of alternates'to the Site Emergency Directors (SED). The Engineering and Maintenance Superintendent is now listed as the second alternate SED, while the Planning and Administrative Superintendent is listed as the third alternate to the SED. This is now consistent where listed in two different sections of Chapter 5. We have no further questions with this, your latest submittal.

Please be reminded that 10 CFR 50.54(q) requires NRC approval .of any changes-to your plan which may decrease the effectivenass of the plan. However, if your safety review indicates no decrease in emergency preparedness effectiveness, then changes can be made without prior NRC approval. In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(o). Also, changes to the Emergency Plan Implementing Procedures should be made in accordance witn the requirements of 10 CFR, Part 50, Appendix E, Sectibn V (Implementing Procedures).

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC's Public Document Room.  ;
