REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE By application dated October 8,1987, Georgia Power Company (GPC) submitted General Electric Company infor' nation "Edwin I. Hatch Nuclear Plant, Units 1 and 2, SAFER /GESTR-LOCA Loss-of-Coolant Accident Analysis," NEDC-31376P, December 1986, and requested that it be withheld from public disclosure pur-suant to 10 CFR 2.790.

GPC also submitted an affidavit from General Electric dated August 24, 1987. My November 17, 1987 letter granted your request for withholding the information.

You stated that the August 24, 1987 General Electric affidavit applied to the Errata and Addenda Sheets also.

The August 24, 1987 affidavit stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

1.

The informution is of a type which is customarily held in confidence by General Electric.

2.

The information has consistently been held in confidence by General Electric.

3.

No public disclosure has been made.

4.

The information is not available in public sources.

5.

Public disclosure of the information is likely to cause substantial harm to the competitive position of General Electric.

We have again reviewed your application and the material based on the require.

ments and criteria of 10 CFR 2.790 and, on the basis of General Electric's statements, have determined that the subnitted information sought to be with-held contains trade secrets or proprietary conwircial information.

Hr. W. H. Hairston Therefore, the Errata and Addenda Sheets submitted on June 20, 1988, marked as proprietary, will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended.

Withholding from public inspection shell not affect the right, if any, of per-sons properly and directly concerned to inspect the documents.

If the need arises, we may send copies of this information to our consultants working in this area. We will, of course, insure that the consultants have signed the appropriate agreements for handling proprietary information.

If the basis for withholding this information from public inspection should change in the future such that the information could then be made available for public inspection, you should promptly notify the NRC. You should also understand that the NRC may have cause to review this determination in the future, such as if the scope of a Freedom of Information Act request includes your information.

In all review situations, if the NRC needs additional information from you or makes a determination adverse to the above, you will be notified in advance of any public disclosure.
