Gentlemen:
This refers to the Special Performance Assessment perfonned by a team of NRC

Region IV and NRC Headquarters personnel during the period June 27 through
July 1, 1988, of activities authorized by NRC Operating License NPF-76, for the
South Texas Project, Unit 1.
On June 22, 1988, Hous+on Lighting & Power
Company (HL&P) submitted a self evaluation of the South Texas Project, Unit 1,
readiness to proceed above 50 percent power.
The NRC staff reviewed this self
evaluation in the Region IV office and then conducted an assessment of HL&P's
self evaluation at the South Texas Project, Unit 1.
The results of the NRC
assessment were discussed with Mr. Gerald Vaughn and other members of your
staff in a meeting onsite on July 1, 1988. At that time, based upon experience
to date with the startup program, the NRC concluded that the startup test
program was being conducted in a safe, professional manner and that facility
operation could. proceed above 50 percent power.
Since that meeting, we have finalized our assessment of your performance during
the period March through June 1988.
This Special Performance Assessment Report
is enclosed for-your information, however, this interim assessment report does
not supersede our normal Systematic Assessment or Licensee Performance (SALP)
process. This special assessment will be a part o ~ the overall input to the
next'SALP.
Should you have any questions concerning this report, we will be pleased to
discuss them with you.
