Dear Mr. Kirby:

During a telephone conversation with Marie Miller, Region I State Liaisen Officer, on May 24, 1988, you asked if there were any abnonnal releases from Pilgrim Nuclear Power Station in April 1986. You said that a constituerit of your district mentioned there was a report by Mr. Ralph Nader 'which may indicate that unusual releases occurred during this time period.

We have reviewed the effluent data for 1986 and previous years. The following table contains the cumulative releases from Pilgrim for 1986 and for the seven years prior to 1986. As the table indicates, radioactive effluent releases for 1986 were not unusual in magnitude compared to previous years, and for the most part, were substantially lower than previous years. All of these releases were in conformance with federal rw.latory requirements and pose negligible radiation risk to people offsite.

An event occurred on April 11-12, 1986, in which an unplanned shutdown occurred in the process of achieving a cold shutdown.

However, no unusual radioactive releases occurred as a result of the shutdown.
