DELAYED ACCESS TO SAFETY-RELATED AREAS DURING PLANT OPERATION Forwarded herewith is a copy of the subject AE0D Engineering Evaluation Report for your consideration. One event described in this report, which involved the failure to provide a set of compartment and equipment keys at the remote shut-down panel, could have been prevented by improved administrative procedures for remote shutdown operations.

It is suggested that IE issue an information notice to inform licensees of the event and to urge each licensee to review their procedures for key control provisions during emergency plant shutdown outside of the control room.
