V 7590-01 UNITED STATES NUCLEAR REGULATCRY COMMISSION NOTICE OF RENEWAL OF FACILITY OPERATING LICENSE NO. R-87 PURDUE UNIVERSITY DOCKET NO. 50-182 The U. S. Nuclear Regulatory Comission'(the Comission) has issued Amendment No. 9 to Facility Operating License No. R-87 for Purdue University (the licensee), which renews the license for operation of the training and research reactor located on the campus in West Lafayette, Indiana.

The facility is a non-power reactor that has been operating at a power level not in excess of one kilowatt (thermal). The renewed Operating License No. R-87 will expire twenty years from its date of issuance.

The amended license complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's regulations. The Comission has made appropriate findings as required by the Act and the Comission's regulations in 10 CFR Chapter I.

Those findings are set forth in the license amendment. Opportunity for hearing was afforded in the notice of the proposed issuance of this renewal in the FECERAL REGISTER on August 26, 1986 at 51 FR 30454. No request for a hearing or petition for leave to intervene was filed following notice of the proposed action.

Continued operation of the reactor will not require alteratic. of buildings or structures, will not lead to changes in effluents released from the facility to the environment, will not increase the probability or consecuences of accidents, and will not involve any unresolved issues P

Based on the foregoing and on the Environmental Assessment, the Comission concludes that renewal of the license will not result in any significant environmental impacts.

The Comission has prepared a Safety Evaluation Report (NUREG-1283) for the renewal of Facility Operating License No. R-87 and has, based on that report, concluded that the facility can continue to be operated by the licensee without endangering the health and safety of the public.

The Comission also prepared an Environmental Assessment which was pbblished in the FEDERAL REGISTER on August 5, 1988 (53 FR 29534), for the renewal of Facility Operating License No. R-87 and has concluded that this action will not have a significant effect on the quality of the human environment.

(1) the application for amendment dated June 30, 1985, as supplemented; (2) Amendment No. 9 to Operating License R-87; (3) the related Safety Evaluation Report (NUREG-1283) and (4) the Environmental Assessment dated July 29, 1988.
