Your organization has been reporting nuclear material accounting data to the NRC since January 1,1985 under the Protocol to the US/IAEA Safeguards Agreement.

Recently, an IAEA records audit of your data produced a negative inventory figure for source material (Type 81).

The IAEA has requested a review and correction of this situation. The source of the problem has been identified. Our staffs have determined that either of two alternatives could be employed to resolve the problem:

1. Keep your books in material type codes, i.e., MT 10, 20, 81, etc., or
2. Report the internal transfers of source material to enriched material as category changes on Form 741.

Both your staff and the NRC agree that the best method would be alternative 2.

There is a need to back-correct the accounting records for IAEA reporting to January 1985 and submit all necessary corrections to eliminate the negative inventory figure. This needs to be accomplished by early September 1986 and submitted with or before the MBR and PIL for the current physical inventory.

A complete reconciliation of the NMMSS/ facility books is also necessary, as previously discussed between your staff, NRC Headquarters staff and NRC Region II staff. The following guidance is offered for reconciling the records:

1. Each transaction incorrectly reported or not reportsd to the receiver and to NMSS shall be corrected and reported individually on a revised Form 741.
2. Internal adjustments as appropriate, to either the General Electric books or the NMSS records may be accomplished through a single posting with detailed back-up data maintained.
