Dear Mr. Denton:
Please find attached Technical Specification changes (Attachment 1) for Catawba Units 1 and 2 Facility Operating License Nos. NPF-35 and NPF-52, respectively. The proposed changes are needed to ensure that plant operation is consistent with the design and safety evaluation conclusions made in the Reload Safety Evaluation (Attachment 4) for Catawba Unit 1, Cycle 2.
Please note that the majority of the changes affect Unit 1 only. The safety evaluation performed to support allowing a positive moderator temperature co-efficient (MTC) (Attachment 5) is also applicable to Unit 2.
This change is l
therefore requested to be made for both Units 1 and 2.
i Attechnent 2 contains a discussion of the Justification and Safety Analysis, l contains an analysis pursuant to 10 CFR 50.91 which concludes that the proposed amendments do not involve significant hazards considerations. provides the draft marked-up Catawba FSAR pages that reflect the proposed technical specification change to allow a positive MTC. These pages are submitted for information as a result of a recent NRC Staff request during the review of a similar technical specification change for McGuire. The Catawba FSAR markups and new figures and tables reflecting the increased positive MTC change will be used to revise the Catawba FSAR in the appropriate annual FSAR update following approval of this change, g
These amendments are required to be in place prior to startup following the Unit 1 3]
first refueling. The current Unit i shutdown date is August 29, 1986 and the Unit 1/ Cycle 2 initial criticality date is currently scheduled for November 2,1986.
