This letter pertains to the revisions, made pursuant to the provisions of 10 CFR 70.32(e), to your (1) Category I Shutdown Physical Protection Plan, (2) Category II & III Physical Protection Plan, and (3) Security Officer Training and Qualification Plan. Such revisions were submitted under your cover letter dated March 5, 1986 and later supplemented by your letter of August 5, 1986 (your reference #'s are 696-8078 and 696-9027). The NRC Region V Office has reviewed these revisions, and as noted in three separate letters (one for each Plan and all dated September 23, 1986) to you from Region V, they were all found acceptable.

2.1 The licensee shall follow Revision A of his Fundanental Nuclear Material Control Plan, dated October 1982; as revised by sub-mittals dated February 3, 1984 (pages a-2, 4-3, 8-2, and 8 all dated "11/83"), January 25, 1985 (pages 1-8, 2-4, 2-5, 6 all dated " January 1985"), another January 25, 1985 submittal (pages 7-7 through 7-10, 7-14, 7-15, and 7 all dated " February 1985"), March 7, 19BF (pages 1 a, 1-6, 2-1, 2-2, 2-3, 3-2, 3-8, 3-8a, 3-8e, 4-8, 4 he, 5-1, 5-2, 5-4 through 5-7, 6-1 through 6-8, 7-1, 7-3 through 7 6, 7-11, 7-12, 7-13, 7-16, and 7-18 through 7-20, plus figures 1-1, 2.1.1-1, 6.1.1.1, and 6.1.1.2 - all dated February 1986), August 13, 1986 (pages 3-1 and 5-3 --- both dated

9.1.C The licensee shall follow the plan, "GA Technologies, Inc. Security Officer Training and Qualification Plan," dated March 1983, as revised by submittals dated March 19, 1983, March 5, 1986 (pages i, 3-2, 3-3, and 3 a, and Figures 1-1 and 1-2), and August 5, 1986 (page 3-1); and as may be revised pursuant to the provisions of 10 CFR 70.32(e).

12.1 The licensee shall maintain and fully implement all provisions of the Commission approved Physical Security Plan, including changes made pursuant to the authority of 10 CFR 70.32(e). The approved security plan consists of a GA Technologies, Inc. document, with-held from public disclosure pursuant to 10 CFR 73.21, entitled,

" Fixed Site and Transportation Plan for the Protection of Special Nuclear Material of Moderate and Low Strategic Significance,"

dated February 1983, as revised by submittals dated March 17, 1983, March 5, 1986 (pages iv, I 1-1, I 1-2, I 5-1, and II 1-2, and Figures I-1-1, I 1-2, I 1-3, I 4-1, and II 1-5), and August 5, 1986 (Figure II 1-3); and as may be revised pursuant to the provisions of 10 CFR 70.32(e).
