This is in response to your letter and attachments dated February 19, 1986, in which you presented a proposed modification to an element of your security system. We have reviewed the proposed system, find it satisfactory, and urge you to proceed with its implementation in a manner consistent with the time requirements outlined in the attachment to your letter.

It should be noted that the. requirement of existing License Condition 9.4 has been satisfied, and that the wording of that condition requires that it be revised upon the NRC's approval of your proposed modification. The revised wording of Condition 9.4 was discussed with Mr. T. Collopy of your staff, and was found to be mutually acceptable. Accordingly, we are hereby revising License Condition 9.4 of Safeguards Amendment SG-1 to your license No. SNM-368, effective immediately, to read as follows:

9.4 The licensee shall install the replaceme. " intrusion detection alarm system" for the perimeter of the protected area (PA), as described in Attachments A and B of his February 19, 1986 letter.

The procurement, installation and implementation schedule for such replacement system shall be in accordance with item 2 of Attachment A of that letter, except that the first five dates appearing in said schedule (i.e., item 2 of Attachment A) shall be extended by 150 days. Until such time that the replacement alarm system is operational, the licensee shall provide all of the measures set forth in Supplemental License Condition 9.4.A (as previously issued).

Since Attachment A, and Attachment B when combined with Attachment A, of your February 19, 1986 letter contain classified (CONFIDENTIAL) National Security Information, they will be withheld from public disclosure.
