1 in letters to you dated November 16 and November 30,1995, I committed to keeping you l informed about the U.S. Nuclear Regulatory Commission's (NRC) enforcement actMtles related l to refueling operations at the Millstone nuclear power plant. Enclosed, for your information, is a Notice of Violation issued to Northeast Utilities regarding the Millstone Unit 1 spent fuel poo!

and fuel offloading practices. ,

l While the underlying technical violations involving the refueling practices at Millstone 1 were not safety significant, the staff concluded that thest "itions were the result of a careless disregard of certain NRC requirements. Therefore, they represent a significant regulatory l concern because of the high importance the NRC places on the integrity of its licensees. l These issues also helped illuminate more significant issues which led to, among other things, the shutdown of all three Millstone units, and formed the basis for the $2.1 million civil penalty assessed by the NRC in December 1997. Many improvements have since taken place at Millstone which the NRC has closely monitored, culminating in NRC approval to restart Units 2 and 3 (Unit 1 has been permanently retired).

I have endeavored to keep you informed of activities at Millstone as they occurred. Your continued interest has been beneficial and I invite your further involvement in this or other areas.
