In accordance with the provisions of 10 CFR 50.54 (p), Revision 21 of the Fort St.
Vrain Physical Security Plan with Appendix "B",
"Security Training and Qualification Plan", and Appendix "C",
Safeguards Contingency Plan', are submitted for review and approval as the operational Security Plan for Fort St. Vrain. Appendix "A",
Security Plan for the Protection, Receipt and Storage of Special Nuclear Material and Spicial Measures During Refueling Operations",
(Confidential' is being submitted as Revision 21, without changes, under separace cover. Explanations of changes are documented under at'.achment one of this letter.
