GRAND GULF NUCLEAR STATION (GGNS) UNIT 1-STAFF POSITIONS AND REQUEST FOR ADDITIONAL INFORMATION REGARDING CONTAINMENT PURGE CRITERIA (TAC NO. 66883)

By letter dated December 31, 1987, System Energy Resources, Inc., (the licensee) provided results of data on the use of containment purging during the second fuel cycle and recommended retaining the present Technical Specifications which limit the use of the 20 inch diameter purga system to 1000 hours0.0116 days <br />0.278 hours <br />0.00165 weeks <br />3.805e-4 months <br /> per year.

License Condition 2.C.(16) requires the development of long-term containment purge criteria based on operating experfrace.

Previous submittals regarding containment purge criteria were made October 3, 1986 March 2, 1987 and May 22, 1987.

The NRC staff is reviewing the proposed GGNS Unit 1, long term containment purge criteria.

Based on its review to date, the staff finds that additional information identified in the enclosure is needed to complete our review.

You are requested to provide the additional information described in the enclosure by September 15, 1988.

If you cannot meet this date or if you have questions regarding the enclosure, please contact me.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.

1 ENCLOSURE GRAND GULF NUCLEAR STATION UNIT 1 STAFF POSITIONS AND REQUEST FOR AD0!TIONAL INFORMATION CONTAlhMENT PURGE CRITERIA By letter dated December 31. 1987, System Energy Resources, Inc., (the licensee) proposed that initial Technical Specifications (TS) relating to containment purge criteria be unchanged for the remainder of the plant lifetime.

This proposal was based on the data collected during Cycle 2 operation.

As a result of the staff's review, we conclude the following.

(1) We concur with your conclusion that the containment monitoring program reports may be stopped because sufficient data have been generated during Cycle 2 operation to provide a basis for the containment purge criterid for low activity levels in containment.

(2) The original objective for the monitoring program was to develop a basis for long term purge criteria, and the existing (TS) were intended to be used only until this program is complete. Because the generated data base shows that only 1% of the TS allowable purge time is required, your proposal to maintain the current TS limit is inappropriate.

revised purge program with accompanying Technical Specifications that more adequately reflects the findings of containment purge data obtained during Cycle 2 operation.
