Dear Dr. Bellamy:

Pursuant to our Town Meeting vote of May 6, 1986, the following resolution was passed overwhelmingly:

Whereas the Seabrook Radiological Emergency Response Plan for the Town of Merrimac is not adequate and does not demonstrate that there is a reasonable assurance that it can be implemented to protect the health and safety of Merrimac's residents: I move that the Town vote not to accept or implement the Radiological Emergency Response Plan for the Town of Merrimac and not to conduct any graded or ungraded test or drill of the Plan, and by this vote shall instruct the Board of Selectmen to honor this action and to convey this vote to the Governor and to all other State, Federal and local officials or departments involved in evacuation planning. This motion shall remain in effect until such time as the Town Meeting votes to accept a Seabrook Radiological Emergency Response Plan.

The voters of-Merrimac have accepted the recommendation of the Emergency Response Plan Advisory Committee: that the plans submitted for review are inadequate for the prompt and safe evacuation of the Town. This Committee will continue to critique any new plans submitted.

2 Therefore, this Board has asked Governor Michael S. Dukakis to allow no graded or ungraded tests or drills of the emergency response plans for the Seabrook Nuclear Power Plant until evacuation plans have been accepted at Town Meeting by the voters of Merrimac and by the vote of other Towns in the evacuation zone.
