Dear Sir:
In discussions with the NRC Staf f it was agreed that the Main Plant Vent Stack Noble Gas Radiation Monitor (FSAR Tabic 7.5-1, Item E7) provides the primary indication for detection of significant releases or breach of the containment.
The Containment Enclosure Noble Gas Radiation Monitor (FSAR Table 7.5-1, Item C-13) is backup indication that assists the operators in identifying the location of a release that has been identified by the Main Plant Vent Stack Monitor.
Since backup Type C variables are considered Design Category 3 we are revising the FSAR to reflect this change.
Attached are marked-up copies of FSAR Table 7.5-1, sheet 12 and page 7A-9 that reflects the change of the Containment Enclosure Noble Gas Radiation Monitor from Design Category 2 to 3.
These changes will be included in a future amendment to Seabrook's FSAR.
We trust that the enclosed is acceptable and request that this be reflected in the next supplement to Seabrook's SER.

The installed range, 10 to 10 CPM (corresponding to 6 x 10 to 10 uCi/cc), does not envelope the recommended range (10~ to 10 uci/cc).
This variable is classified as Design Category 3 instead of Design Category 2 as recommended in Regulatory Guide 1.97.
Justification The containment structure and all penetration / hatch areas are surrounded by the containment enclosure building. The exhaust from the containment enclosure building is monitored for Dross activity. The containment enclosure building exhaust is routed to the main plant vent stack, where it is monitored (10~ - 10 uci/ce) prior to discharge.
The Main Plant Vent Stack Monitor (Table 7.5-1, Item E7) monitors all releases to the atmosphere that may result from design basis accident events.
The Containment Enclosure Monitor is a backup to the Fbin Plant Vent Stack Monitor to assist the operators in identifying the source of the release.
Both the Main Plant Vent Stack Monitor and the Containment Enclosure Monitor provide indication of containment breach which is the purpose identified in Regulatory Guide 1.97.
Backup Type C variables are considered to be Design Category 3.
