. On February 5,1999, the NRC completed an inspection at your Quad Cities Nuclear Power
P! ant. The enclosed report presents the results of that inspection. The inspection examined
)
activities conducted under your emergency preparedness program.

Areas examined within your emergency preparedness program are identified in the report.
Within those areas, the inspection consisted of a selective examination of procedures and
representative records, interviews with personnel, and observation of activities in progress.
The objective of the inspection effort was to determine whether activities authorized by the
license were conducted safely and in accordance with NRC requirements.
Based on the results of this inspection, no violations of NRC requirements were identified.

During this inspection our evaluation of your activities showed the emergency preparedness
program to be effectively implemented. in particular, emergency response facilities.
i
equipment, and supplies had been well-maintained, and interviewed emergency response
i
personnel demonstrated knowledge of their responsibilities and emergency procedures.
An inspection Followup item regarding Corporate Emergency Operations Facility (CEOF)
staffing was closed. On January 29,1999, the NRC approved the request to consolidate all

the Com Ed near-site EOFs into a single CEOF. The NRC will monitor the transition to the -
.CEOF concept and continue to monitor the ability to meet centralized EOF staffing levels and
timeliness commitments.
In accordance with 10 CFR'2.790 of the NRC's " Rules and Practice," a copy of this letter and

. its enclosure will be placed in the NRC Public Document Room (PDR).
