NOTICE OF ISSUANCE 0'F AMENDMENT TO CONSTRUCTION PERMITS The U. S. Nuclear Regulatory Conrnission (the Commission) has issued Amendments No. 8 to Construction Permits Nos. CPPR-135 and CPPR-136 for the Seabrook Station, Units 1 and 2.

The amendments modify the construction permits to delete the Washington Electric Cooperative, Inc. as an owner.

Amendments No. 5 to Construction Permits CPPR-135 and CPPR-136 were issued on June 23, 1982 showing a transfer of ownership interest from Connecticut light and Power Company to Washington Electric Cooperative.

Inc. As detailed in a letter dated March 7,1984, from Robert Harrison, President of Public Service Company of New Hampshire, to the Office of Nuclear Reactor Regulation, the proposed transfer reflected in Amendments No. 5 never actually took place, and Washington Electric Cooperative never acquired any ownership interest in the Seabrook facilities.

The issuance of the amendments comply with the standards and j

requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's regulations. The Commission has made appropriate findings as required by the Act and the Commission's regulations in I

w Therefore, a new amendment had to be issued to delete Washington Electric Cooperative, Inc. as a owner of the Seabrook Station, Units 1 and 2.

ENVIRONMENTAL ASSESSMENT Pursuant to 10 CFR 51.32, the Commission determined that the issuance of Amendments No. 8 to Construction Permits CPPR-135 and CPPR-136 will have no significant impact on the environment. Tile issuance of these amendments is strictly for deletion of an owner from the Construction Permits.

In addition, the staff has determined that Amendments No. 8 to the Construction Permits involve no significant increase in the amounts, and no significant change in types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has determined that the amendments involve no significant hazards considerations. Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).

Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

CONCLUSION Amendments No. 5 to Construction Permits CPPR-135 and CPPR-136 were issued in error and should not have contained the name Washington Electric Cooperative, Inc. The transfer of ownership shares from Connecticut I.ight and Power i

Company was not executed and therefore Washington Electric Cooperative, Inc. was never an owner of the Seabrook Station. The deletion of this utility's name corrects the Construction Permits.
