Dear' Sir:

As counsel for the Applicants, we are hereby requesting that you correct your records to show that Washington Electric Cooperative, Inc. ("WEC") never became a joint owner or licensee of the above project. The background for this request is stated below.

By Supplement No. 1 to Amendment No. 42 to the License Application in the above dockets filed December 16, 1981, the Applicants requested Commission approval of a proposed transfer by The Connecticut Light and Power Company ("CL&P")

of a portion of its ownership interest in the Seabrook Project to WEC. The Commission Staff notified the Applicants that they could not take action on that request until a Loan Commitment Notice from the Rural Electrification Administration for financing that acquisition by WEC was filed. Subsequently, the Applicants requested the Commission Staff to hold the pending request in abeyance pending appeal of an adverse regulatory decision in Vermont with respect to the acquisition. Nevertheless, without further filings of any kind being made, the Commission on June 23, 1982 issued Amendment No. 5 to the C onstruction Fermits which amends the Construction Permit to include WEC among the " applicants". Presumably this was done because the. interest to be transferred to WEC was considered de minimis.
