Attorney, OGC Sub,iect: Fermi-2 Maintenance and Surveillance Program Survey This is to inform you that a team of five NRC staff representatives, headed by the NRR Division of Human Factora Technology, plan to visit the Fermi-2 plant site the week of February 9-13, 1987, for the purpose of collecting data and observing the Fermi-2 Maintenance and Surveillance Program. The survey team will be divided into two groups and will use an interview technique of informal question and answer sessions with your plant personnel, ranging from plant management to foremen and crafts personnel. The following areas will be reviewed by the survey team:

" corporate goals concerning maintenance

  • spare parts / materials readiness supervision methods in the plant Maintenance Department
  • preventive / predictive maintenance practices
  • maintenance work order backlogs maintenance procedures
  • maintenance work control
  • communications
  • definition of responsibilities in the maintenance organization
  • maintenance training maintenance work activity planning and scheduling

  • Administrative Procedure: Mainten.tuce and Predictive and Preventive
  • Maintenance activities.
  • Organization Chart (with names) for maintenance organization and plant-wide organization.
  • Composition of craft personnel for: Electrical, I&C, Mechanical (Foreman to craft ratio, etc.).
  • Description of Planning Department / Activity.
  • Description of daily meetings for maintenance planning, scheduling, status reports, etc.

Description of Maintenance / Operation Interface during planning, scheduling, work close-out, and post-maintenance / functional testing.

  • Description of Work Control Process: 1.e., how work order is started, planned, executed, completed, closed out and equipment is returned to service. Provide procedure.
  • Description of craft training ar.d retraining requirements.
