In reference 1 Siemens Power Corporation (SPC) requested a license amendment, which was granted on May 12,1999, to allow storage of moderated uranium oxide in sea-land containers.

In reference 2 SPC requested, among other things, to allow also the storage of unmoderated manium oxide under the moderated material storage limits in such containers.

The materials intended for storage in these containers are primarily the products from SPC's Lagoon Uranium Recovery (LUR) and Modular Extraction Recovery Facility (MERF) processes pending further processing. The MERF product is an oxide of uranium. The LUR product is not en oxide, but rather sodium ammonium uranium (IV) fluoride. The criticality analysis supplied in reference 1 was modeled using optimally moderated uranium dioxide, the most reactive of the applicable uranium compounds, and therefore its results bound those for other compounds regardless of the moderator content.

SPC, therefore, requests that the authorized activity for the sea-land containers be revised to apply to " uranium compounds" rather than " uranium oxide," with no reference to the moderator content. Such storage will be under the moderated material limits established in the criticality analysis in reference 1.
