As required by 10 CFR 74.17(a) and the Fundamental Nuclear Material Control Plans (FNMCPs),
the United States Enrichment Corporation (USEC) is submitting to the United States Nuclear 1
l Regulatory Commission (NRC) "SNM and SM Physical Inventory Summary Reports" for PGDP and PORTS in Enclosures 2 and 3, respectively. These Form 327 documents ~ cover the inventory
- periods ending. March 31,1999 for both plants.

L cascade in prior. months, a Shipper / Receiver Difference resolution, and an assay bias
' generated from PORTS tails withdrawals. A Prior Period Adjustment (PPA)is entered on.
Line 8 to reflect this one-time correction.

The corrections were derived from measurement control data for accountability measurements performed during the inventory period..The primary contributor to this adjustment was a bias in the "U enrichment of tails produced 2
during the period. Liquid ' sample data indicated a significant bias in the online, mass spectrometer measurement of the enrichment of depleted uranium withdrawn from the cascade. Reasons for this bias are being investigated.
PPAs on Line 8 reflect corrections made to low enriched uranium product withdrawn in prior.
periods which were sampled in the February-March 1999 period, and a one-time adjustment to correct the enrichments of tails cylinders produced between January 1998 and January
- 1999. The correction was necessary as a result of the assay bias in the on-line, mass spectrometer measurement as described above.
The resulting Inventory Differences (ids) for uranium element and 2"U isotope were within controllimits.
The enclosed documents contain confidential commercial or financial information and/or trade secrets that are exempt from public disclosure pursuant to Section 1314 of the Atomic Energy Act of1954, as amended, and 10 CFR 2.790(d)(1). USEC hereby requests that the enclosed Form 327 i

SUPPORTING APPLICATION TO WITHHOLD FROM PUBLIC DISCLOSURE FORM 327 DOCUMENTS

FOR THE PADUCAH AND PORTSMOUTH GASEOUS DIFFUSION PLANTS I, Steven A. Toelle, Manager, Nuclear Regulatory Assurance and Policy, United States Enrichment Corporation (USEC), having been duly sworn do hereby affirm and state:

I am a manager of USEC and have been authorized by USEC to (a) review the information owned by USEC which is referenced herein relating to the Paducah and Portsmouth Gaseous Diffusion Plants and which USEC seeks to have withheld from public disclosure pursuant to section 147 of the Atomic Energy Act (AEA), as amended,42 U.S.C. 2167, and 10 CFR 2.790(a)(3), 2.790(a)(4), 2.790(d)(1) and 9.17(a)(4), and (b) apply for the withholding of such information from public disclosure by the Nuclear Regulatory Commission (NRC) on behalf of USEC.

Pursuant to 10 CFR 74.17(a), USEC has prepared Form 327, Special Nuclear Material (SNM) and Source Material (SM) Physical Inventory Summary Report documents for each of the Paducah and Portsmouth Gaseous Diffasion Plants which describes the amount of nuclear material possessed by USEC at each plant. 10 CFR 2.790(d)(1) states that correspondence and reports to or from the NRC containing information concerning an applicant's material control and accounting program for special nuclear material not otherwise designated as Safegua:ds Information or classified as National Security Information or Restricted Data are deemed to be

Accordingly, USEC requests that the Paducah and Portsmouth Form 327 documents in Enclosures 2 and 3 to USEC letter GDP 99-0091 be withheld from public disclosure pursuant to section 147 of the AEA,42 U.S.C. j2167, and 10 CFR 2.790(a)(3),2.790(a)(4),2.790(d)(1) and 9.17(a)(4).
