Letter, J. B. Martin, NRC, to Harold B. Ray, SCE, dated November 21, 1985 8.

Letter, M. O. Medford, SCE, to A. E. Chaffee, NRC, dated April 8, 1986 San Onofre Unit 1 is currently in the startup process and is expected to enter Mode 2 late in the day on July 11, 1986. As a result of the November 21, 1985 water hammer event, you sent us a letter (Reference A) confirniing that we would not restart the unit without your concurrence.

The purpose of this letter is to request your concurrence for return to power.

As a result of our investigations into the events surrounding the water hammer, we submitted the Reference B report. That report included a i

listing of' actions we would be taking both prior to returning the unit to service and in the future.

By this letter, I certify that all the actions required for return to service of that report as amended by subsequent correspondence have been completed or will be completed at the appropriate point in the startup process.

In addition to our in-place management control processes, this certification is based on a special surveillance of these commitments by the Quality Assurance Organization.

In addition to the actions required as a result of the water hammer event, other commitments are required to be completed during this outage.
