This refers to the inspection conducted by Mr. K. M. Prendergast, 'leam Leader
and other NRC team members of this office on November 17-21, 1986'of
activities authorized by NRC license No. NPF-1, and to the discussion of our
findings held by Mr. Prendergast with Messrs. J. Lentsch and T. Walt and
other members of your staff at the conclusion of the inspection.
Areas examined during this inspection are described in the enclosed
inspection report. Within these areas, the inspection consisted of selective
examinations of procedures and representative records, interviews with
personnel, and observations by the inspectors.
The attached inspection report documents a number of problems observed
during your November 19, 1986 emergency' preparedness exercise. These
problems were discussed at the exit interview on November 21, 1986 and again
by telephone on December 16, 1986 with Mr. Jack Lentsch, Manager, Nuclear
Safety and Regulation. As agreed in the telephone conversation with Mr.
Lentsch, PGE will meet with the NRC on January 20, 1987 to discuss the
findings of this inspection and proposed remedial actions.
In accordance with 10 CFR 2.790 (a), a copy of this letter and the enclosure
will be placed in the NRC Public Document Room.
