APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission (NRC), the New York Power Authority, as holder of Facility Operating License No. DPR-59, hereby applies for an amendment to the Technical Specifications contained in Appendix A of this license.
The Technical Specification changes proposed by this amendment application delete Table 3.7-1,
" Process Piping Penetrating Primary Containment" along with any references to this table from the Technical Specifications.
This application also proposes to revise the limiting conditions for operation, surveillance requirements and bases associated with the addition of nine Reactor Building Closed Loop Cooling Water System (RBCLCWS) containment isolation valves.
Table of Containment Isolation Valves Specifically, pages 198 through 209, which previously held Table 3.7-1 and associated notes, will be replaced with a single intentionally blank page.
References to Table 3.7-1 will be deleted from pages vi, 185 and 186.
A reference to a similar table in the updated FitzPatrick Final Safety Analysis Report (FSAR) will be added to Sections 3.7 and 4.7 (bases) on pages 192 and 197 of the Technical Specifications.
These sections address containment isolation and containment isolation valves.
This change does not alter any operability or surveillance requirements currently in the FitzPatrick Technical Specifications.

RBCLCWS Ift;olation Valves This application includes changes to reflect the addition of new containment isolation valves in the RBCLCWS and the exclusion of these valves from certain limiting conditions for operation and quarterly surveillance requirements.
These valves were added to comply with the requirements of General Design Criteria 57 and to bring the plant into conformance with the FSAR.
The proposed changes are Attachment I to the Application for Amendment to the Operating License enclosed with this letter. The Safety Evaluation for the proposed changes to the Technical Specifications is Attachment II to the Application for Amendment.
