On June 1,1986, LaSalle Unit 2 experienced a reactor feedwater transient which caused water level to decrease below the low water level setpoint without the unit automatically shutting down. Subsequent to that time, we issued a Confirmatory Action Letter on June 2,1986, which identified the corrective actions you planned to take prior to restart, a letter dated August 7,1986, which authorized the restart of LaSalle Unit 2, and a letter dated September 16, 1986, which authorized the restart of LaSalle Unit 1.

The September 16, 1986, letter provided that Unit I was authorized to operate until LaSalle Unit 2 shuts down for refueling, or until January 15, 1987, whichever comes first.

Commonwealth Edison Company comitted to submit its long-term corrective action plan by January 1,1987. We understand that this plan was submitted to NRR on Deceniber 22, 1986. We also understand that following a failed functional test on one of the 50R switches on December 9,1986, and a subsequent finding of a tear in the switch diaphragm, Comonwealth Edison Company initiated an examination of other switches which had failed in the past, to determine whether diaphragm failure was a comon problem. Such examination is still ongoing, but we understand you plan to submit to NRR by January 15, 1987, updated information on your findings, and the impact of these findings. if any, on your long tenn corrective action plan. A meeting will be scheduled with NRR to discuss your plan in the latter part of January.

The purpose of this letter is to inform you that NRR has concluded that, based on your planned submittal of information, and ongoing testing of the SOR switches, continued short-term operation of Unit 1 beyond the time set forth in the September 16, 1986, letter to you, is acceptable until the NRC has completed its evaluation of your long-term corrective action plan. r t

LA sal.LE C0llNTY STATION, tiNITS 1 AND 2 ON STATIC-0-RING fSOP) SWITCHES Vith reference to our previous Safety Evaluation on la Salle tinit 2 dated August 7,1986, and our letter, dated September 15, 1986, on la Salle Unit I relative to the differential pressure switches utilized at the Station, we have had discussions with the licensee and agree with their schedule. The licensee, will be refueling Unit ? by early January and will be providing us with their evaluations on the SOR switch experience, the long-term program, and the justification for continued operation during implementation of the long-term program by December 22, 1986. Therefore, with the receipt of this information and continued testing of the switches, short-term operation of La Salle Unit 1 is .iustified until we have completed our evaluation of the licensee's submittal.

We will keep you apprised of the results of our evaluation.
