Gentlemen:
PROCESS CONTROL PROGRAM FACILITY OPERATING LICENSE NPF-57 HOPE CREEK GENERATING STATION DOCKET NO. 50-354 Public Service Electric and Gas Company hereby requests NRC approval of our use of the Wastechem Corporation Volume Reduction and Solidification (VRS) system installed at our Hope Creek Generating Station for processing Class B and C Ecodex and Bead Resin waste.
In support of this request, we have attached the test results for solidified wastes representative of those specific Class B and C waste forms produced by our system.
In a letter dated October 4, 1985 (W. Butler, NRC to R.L.
- Mittl, PSE&G) the NRC approved our Process Control Plan (PCP) for Class A waste processing and in an April 9, 1987. letter (E. Adensam, NRC to C.A. McNeill, PSE&G), permitted interim use of our PCP, Revision 1, submitted November 25, 1986,-which included Class A, B,
and C waste processing.
The Class B and C processing was to be performed by our temporarary radwaste vendor, Chem Nuclear Services, until the completion of NRC staff review of WasteChem Topical Report VRS-002, "10 CFR 61 Waste Form Conformance Program for Solidified Process Waste Products Produced by a WasteChem Corporation Volume Reduction and Solidification (VRS) System".
This Topical Report supports the permanently installed Hope Creek Generating Station VRS radwaste processing system.
In a letter (M. Tokar, NRC to W.J.
Klein, Wastechem Corp.) dated January 22, 1988, the NRC accepted the above referenced Topical Report subject to the conditions provided on page 16 of the NRC Technical Evaluation Report (TER).
As provided in our FSAR descriptions and in Attachment 1, the results of our Waste Form Conformance/ Equivalence Testing, we have demonstrated that our system satisfies the TER specified conditions and surpasses all current NRC acceptance criteria.

AUG 03 E88 Since Ecodex and Bead Resin waste forms comprise roughly 95% of our waste at this time, your approval of our use of the Waste-Chem VRS process for these wastes will afford an appreciable saving to PSE&G with regard to discontinuance of temporary vendor processing.
We will continue with our efforts to qualify our system to address the remaining waste forms.
