QUALIFICATIONS OF RADIATION PROTECTION MANAGER CANDIDATE Pursuant to our review of FSAR Amendments 59, 60, 62 and 64, on March 10, 1988
)
we requested additional infonnation regarding the proposed radiation pro-tection manager (RPM) candidate. We asked you to state how the RPM candidate will obtain the necessary formal training and professional radiation protection experience in order to meet the criteria of Regulatory Guide 1.8 (RG 1.8) and to provide a resume of qualifications for a candidate who will fill the RPM position until the candidate proposed in the FSAR is determined to be qualified.
You responded to our request on May 13,1988(TXX-88406).
Your response pro-vided more detailed information than is currently in the FSAR on the candidate RPM's education and experience and an evaluation of those qualifications based i
on the guidance in RG 1.8.
Your response maintains that the RPM candidate meets the qualification guidance of RG 1.8.
Subsequently, on June 14, 1988, TU Electric representatives met with the staff to discuss your response and obtain feedback from the staff. The staff informed TV Electric that the candidate lacked sufficient professional-level radiation protection experience at a nuclear facility dealing with radiological problems encountered in nuclear power stations. (RG 1.8 specifies that the RPM should have at least 5 years of professional experience in applied radiation protection, at least 3 years of which should have been in a nuclear facility dsaling with radiological problems encountered in nuclear power plants, preferably in an actual nuclear power plant.) The RPM candidate has several years of experience as a radiochemistry technician, none cf which the staff considers equivalent to applied professional-level radiation protection experience. The candidate served for two years as the RPM at Comanche Peak, while the plant was under construction. The staff finds that this experience is not equivalent to the experience gained from radiation protection activities encountered in an operating nuclear power plant.
It is the staff's position that the Comanche Peak radiation protection organi-zation must include an individual who meets the RPM qualification criteria of RG 1.8 and who is also responsible, as a minimum, for the following:

directing the day-to-day health physics activities and participating in decision-making on sig-nificant radiation protection issues 2.
reviewing and approving the radiation protection procedures 3.
participation in Station Operations Review Committee (SORC) review activities In the interest of reaching an expeditious resolution to this long-standing issue, please respond by August 15, 1988 indicating how TU Electric intends te proceed in this matter. Since we: realize that addressing the staff's con-cerns may require organizational changes and possibly recruiting, we expect this initial response to describe the action (s) you plan to take and your schedule for completing those actions. We believe your actions should be completed by about October 1988. We expect your actions to include, as a minimum, assignment of the RPM-qualified individual to perform in the capa-cities described earlier and a follow-up response including the applicable FSAR and Technical Specification changes and a detailed statement of qualifi-cations for the RPM-qualified individual.
