Dear Sir:

License Change Application 117. Revision 2 Attached are three signed originals and 40 conformed copies of License Change Application 117 Revision 2, requesting amendment of Operating License NPF-1. A fee for this change was submitted with the original License Change Application 117 on January 30, 1985.

This change revises the Trojan Reactor Trip System and Engineered Safety Feature Actuation System instrumentation Technical Specification require-ments to incorporate: (1) changes proposed in Westinghouse Topical Report WCAP-10271, " Evaluation of Surveillance Frequencies and Out of Service Times for the Reactor Protection Instrumentation Systems", (2) changes in the Westinghouse Standard Technical Specifications, and (3) miscellaneous improvements and corrections.

Revision 2 of this LCA makes the following changes from Revision 1:

(1) withdraws the proposed changes to the Engineered Safety Feature Actuation System (ESFAS) which would have changed the Channel Functional Test from monthly to quarterly and increased the allowed outage time for ESFAS channels, (2) incorporates additional WOG and URC guidance for proposed changes associated with WCAP-10271, and (3) expands the Significant Hazards Consideration consistent with discussions with your staff to apply the "three factor test" for each proposed change.
