Gentlemen:

This refers to the routine safety inspection conducted by Messrs. W. Rogers,

M. Parker, P. Pelke, S. Stasek, T. Silko and J. House of this office on

April 1 through May 27,.1988, of activities at Fermi 2 authorized by Facility

Operating License No. NPF-43 and to the discussion of our findings with

Mr. W. Orser at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During the ,spection, certain of your activities appeared to be in violation

of NRC requ ements, as specified in the enclosed Notice.

A written response

is required. . Violation 4 in the enclosed Notice occurred during the general

timeframe and had the same root cause as the violations cited in the escalated

enforcement action issued on May 14, 1987

Additionally, implementation of

your Technical Specification Improvement Program should prevent recurrence.

Consequently, this violation was categorized as Severity Level IV and no

further response is required.

The apparent violation in Paragraph 2.b is being reviewed for potential

enforcement action in conjur.ction with other surveillance program concerns

previously identified in Inspection Reports No. 30-341/88006(DRP) and

No. 50-341/87048(DRP).

You will be notified by separate correspondence

' of our decision regarding enforcement action for this issue.
