This refers to the inspection conducted by Messrs. L. E. E11ershaw, R. G.
Taylor, and E. P. Hildebrand of this office during the period May 16 through
June 24, 1988, of activities authorized by NRC Operating License NPF-76 and

Construction Permit CPPR-129 for the South Texas Project Units 1 and 2, and to
the discussion of our findings with Mr. J. T. Westermeier and other members of

your staff on May 20. June 10 and June 24, 1988.

Areas examined during the inspection included a review of the preoperational
testing quality assurance program, including the areas of document control,
j
control of records, audits, design control, and maintenance of equipment.
Preoperational test activities related to the emergency-standby power system
,
were examined including review of procedures, witnessing of tests, and review
of test records. Within these areas, the inspection consisted of selective
examination of procedures and representative records, interviews with
j
personnel, and observations by the NRC inspectors.
The inspection findings are

documented in the enclosed inspection report.
Within the scope of the inspection, no violations or deviations were
