This refers to the inspection conducted by Messrs. L. E. E11ershaw, R. G.

Taylor, and E. P. Hildebrand of this office during the period May 16 through  ;

June 24, 1988, of activities authorized by NRC Operating License NPF-76 and L

Construction Permit CPPR-129 for the South Texas Project Units 1 and 2, and to

the discussion of our findings with Mr. J. T. Westermeier and other members of f

your staff on May 20. June 10 and June 24, 1988.  ;

Areas examined during the inspection included a review of the preoperational  :

testing quality assurance program, including the areas of document control, j

control of records, audits, design control, and maintenance of equipment.

Preoperational test activities related to the emergency-standby power system ,

were examined including review of procedures, witnessing of tests, and review  ;

of test records. Within these areas, the inspection consisted of selective

examination of procedures and representative records, interviews with j

personnel, and observations by the NRC inspectors. The inspection findings are ,

documented in the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were  !

identified, j
